It jumped to The Main Restaurant 360 section, I guess it’s this 360 images iframe causing the issue, the page seems to jump to it when it loads and starts playing.
Can you make a test page, a copy of this one, just without the 360deg element and see if the issue is there too. You can enable the Advanced Layout Builder debug mode and copy shortcodes. Here is how to do it:

Please, update Enfold via FTP, in this versions, some files have moved around and so they need to be deleted. Delete the Enfold folder and upload a fresh copy of the theme.

It is easier to make necessary css changes and put them directly to the website Quick css or child theme styles.css. Is it just css that you’re working on?
I haven’t work with the Dreamweaver. Cannot help you much with that, but can ask my colleagues.
