1- Enfold is, out of the box, a pretty light weight theme. You can optimize your site using plugins and use CDN to increase your sites performance.
2- No, you will not. Turkish language file is already included. It is not 100% translated however you can easily translate language files in enfold/lang folder using this free software – poedit.net
3- Yes, you can modify those files. We would recommend you to use a child theme apply changes there. If you decide to purchase Enfold, we can give you a link to download pre-built child theme. Link would not be visible to you at the moment since you are not a logged in user.
Also, you can use a plugin such as this one – https://wordpress.org/plugins/widget-logic/ to choose which widgets to display conditionally.

2- I am not really sure if i understood this one. Could you please elaborate?
3- Enfold has built-in MailChimp newsletter subscription element. You can simply generate an API key on MailChimp and insert it in Enfold theme options :)
