Yes, it can be the issue. The Terms and conditions should be a simple text page, no need for the fancy elements on it. There can be some JavaScript conflict with the checkout page otherwise.

You have an old version if the header.php file in your child theme, it needs to be updated with a fresh copy and make your customizations on top of the fresh copy.

This is a JavaScript functionality and not css.
Unfortunately, it would require quite some time and customization of the theme to achieve this, so I am sorry to tell you that this is not covered by our support. However, if it’s really important for you to get this done, you can always hire a freelancer to do the job for you :)

You’re running a very old version of the theme. Since Enfold 4.3 there is a shortcode parser in the debug mode that validates the structure. You might want to update the theme.

Have you tried doing it via FTP? In this case it might be better to update the theme via FTP in one of the folders and delete the other one.
