You must have an error somewhere in Quick css and so the code does not seem to work, please validate all the css you have there.

Here is the code you can put in Enfold > General Styling > Quick Css,  if it does not work, put into themes/enfold/css/custom.css

Well, you need to have the sidebar set to display on the page, and on the top of the page have a full-width slider or a color section with a background image. The sidebar will appear below those, as such full-width elements force the sidebar to appear below.
