Hi aerospec,
It kind of is possible, but might not look good on all screen sizes. You need to use grid row with 1/2 cells and set the background image, the other cell, will have 2 shorter elements in it. You need to play with the layout elements and work out the solution that will work for you.

Yes, this can be done too but the header height might not change and so the logo will need to be centered too. Just different css.

This is not an Enfold problem and it does not have to be implemented unless you need it. It might not be added in the next update yet.
