What you can do is to use a special category for your chosen blog posts, such as “Featured” or something similar. Then, when you use the Blog Posts element in your homepage, set Do you want to display blog posts? to “Display entries from a certain taxonomy”. Under Which Entries? choose “Category” and select the “Featured” category (or whatever name you assigned for it.)

Hmmm, your settings should work correctly…Are you using Cloudflare or a caching service with your server? If so, please clear the cache, in case the problem is being caused by that.

You can also try deactivating all your plugins to see if one of them is causing the conflict. If that fixes the problem, try turning on the plugins one by one in order to pinpoint which causes the conflict.
