I understand your frustration but there’s not much we can do about servers responding slowly unfortunately, if you think it’s worth it I would try to move to a WordPress dedicated hosting service instead. They usually offer very good user support as well and that can be worth a lot in itself.

I’m not sure why that is not applying, everything looks right to me. I tried adding it to the top of your Quick CSS but it still doesn’t apply. Do you know if there is any caching being applied from your hosting provider?

The CSS doesn’t transfer between the languages, could you try pasting the CSS while the english site is active to see if that works?

I think the easiest way to do that would be to a add a code block element above the headline and then add something like this to it:
