I’m not sure if I understand what you mean but you should be able to do so by adding something like this in a text block above the promo box:
```
<div id="promo-box"></div>
```
You can then link to it using something like this: http://yoursite.com/page/#promo-box

Ok, so you don’t want the top menu item to lead anywhere? If so you can create a custom link under Appearance–>Menus and put a # in the link field.

If it’s only happening sometimes then it’s most likely due to browser caching, and you would have to reload/hard refresh the page. Let us know if that helps or if you find a way to reproduce this error each time you do it.
