You can use the full width submenu element from the builder, if you want that to appear on all pages then you can add that element to a template and load that template for all pages you want to create.

Are you looking to only change the colour of the text? If so you can try CSS like this to style the hover state:

#avia-menu #menu-item-755 > a .avia-menu-text:hover {
  your CSS here
}
