The custom.css file over rides everything else. Did you clear your browser cache? Did you cut & paste from the Quick CSS?
Are you using a child theme? If so you add your custom CSS in the Style.css file of your child theme.
What page was the hot spots on, I could not find them?

I added this code in the General Styling > Quick CSS field:.wp_widget_plugin_box { margin-top:40px; }There is a little gap between the title and player that I had trouble with.

I have tested both logins, the new one works right & the old one works like the video, wrong.
I can’t explain this, unless there is some other issue going on like your security plugin created a fault point at upgrade?
I assume the new user was made after the upgrade. Perhaps you can make a backup, and migrate to the new user?

You are having plugin errors, you should try deleting them though ftp, or try reinstalling them and then deactivating them.
If that resolves the issue, reactivate each one individually until you find the cause.

You needed to change your “Screen Options” to show your “Portfolio” items in you menu choices.

Can you try a different localhost?

Unfortunately you can not view all 20 that way. You also can’t have less than 2 columns
