    I contacted Envato per your instruction. It took a little while for them to get back to me. They gave me conflicting information from your reply.

    Upon checking, it looks like this is an offer for an extension of the support for the item. Please note that any item support renewal or extension does not come with a license.

    In this case, be advised that any sales or promotions are author initiated. Basically, they’re the only ones who can change the prices in the system anytime, not Envato.

    As much as I would love to give you the discount, it’s out of my hands this time.     Sorry for the late reply, I believe what has happened is that when you buy a license on Envato you first get this support option:

    This first offer of Extend support to 12 months $17.63 is only valid at the time of purchase, but Envato sends emails about how the cost of support is calculated as a percentage of the item price and changes with time.

    So I believe you received an email during the “support period” about your support option pricing from Envato, we do not set this price and can not “sell” this directly, all purchases must go through Envato.
