It is actually a Tab Element which you can add under Content Elements in Avia Layout Builder. You should choose to display tabs on the left and it should be without border http://i.imgur.com/fiI5Xfd.jpg

I see that you have already started. You only need to adjust right and left values of menu and logo ( i have added one for menu as well in Quick CSS and removed the huge whitespace on header ). Centering menu and logo is not a good practice on fixed headers. I would recommend you using a non-fixed header type.
