Not the same effect but you can create a similar one animating images. It is also possible to create a similar design but you should be experienced on using Avia Layout Builder and the theme features. Please see Enfold documentation here for some snippets – http://kriesi.at/documentation/enfold/

That element is called Partner/Logo Element which you can add to your page under Media Elements in Avia Layout Builder. To remove arrows and dots, please add following code to Quick CSS
