Scroll down arrow is currently unique to Fullscreen slider only. However, you can create a similar arrow in LayerSlider using HTML

You are using a very old version of Enfold which is not compatible with WordPress 4.0.1. Please update Enfold to the latest version 3.0.4 via FTP – kriesi.at/documentation/enfold/updating-your-theme-files/
Since you are updating from a very old version, you may need to re-configure some options/elements such as header – http://kriesi.at/documentation/enfold/portfolio-item/intro-to-the-header-configurator/
