SOLVED FOR ME
I used the incognito window and verified worked.
I was also having an issue where the agree terms and conditions was not appearing – I changed hide labels and that reappeared too.I have fixed it now – zipped up from the other installation
All ok now – thanks for your help.
Anyone reading this – no other solution for me that I could see other than installing on a host that allows the import then exporting all the pages, framework, theme options etc and then importing them.

I have managed to do most of it by manually exporting from a another install on a host that worked.
However, I cannot get the medical icon pack anywhere.

Thank you for your answer.
For some reason it worked using IE to bring in the pages, not the images.
So everything is ok because I simply replaced the images.
I am now running into the same problem with a different installation on the same server.
I have maxed all the setting and yet it will still not import.
