It will be very difficult to target just specifically the iPad2 do to the fact that responsive layouts are based on screen sizes, not specific devices. The iPad2 shares screen size dimensions with other devices as well so you would have to share the layout with those devices too.

You can simply hide the field be adding the following to quick css:
#commentform .comment-form-url {display:none;}If you can deactivate your coming soon function for a bit, we can try and provide css for the other portion of your question.

The ALB is the Advance Layout Builder. Basically the page editor. You want to contact your hosting provider and make sure that they are not preventing it from running (executing).
