Are you getting it on only one page or does it happen when you edit all pages?
Try deactivating all plugins and completely delete Enfold from your WordPress theme directory before downloading + uploading a fresh copy from themeforest.
It would also be good to check in the default theme and contact your hosting provider to see if they have any idea on what’s going on.

The toolbar is supposed to stick in place. I’ve never noticed any settings for making it stay fixed. Were you using a plugin that did that?
It doesn’t seem like a theme issue though. Check in the default theme to see what happens there.

Let’s try the following.
1. Deactivate all plugins.
2. Try completely deleting Enfold from your WordPress theme directory before downloading + uploading a fresh copy from themeforest.
If the above two steps do not help then send us a link to your site so we can login and take a look.

I would recommend splitting them up into rows. Having 8 columns in a single row is going to make things looked cramped and unreadable. Especially on smaller resolutions such as 1024 x 768.

The current active page should already have a colored underline in the menu. Send us a link and we’ll take a look.
Yes, you can create a WordPress menu in Dashboard > Appearance > Menus and create custom links pointing to your anchors. See here for how to use the WordPress menus, https://codex.wordpress.org/Appearance_Menus_Screen.
You can add color sections to your page (or another page) and set an ID in the color section settings and use that as an anchor. Or you can add your anchors in manually with a codeblock or textblock element.

Try completely deleting Enfold from your WordPress theme directory before downloading + uploading a fresh copy from themeforest and that should fix the issue.
If you have done customizations then yes you can try copying over the missing files but it would be best to use a child theme for your customizations.

If you use the layout builder with the posts then their excerpt will not display in the blog page. You can get around this by setting a custom excerpt when you edit the post. If you do not see the excerpt field when editing the post then click on “Screen Options” in the top right hand corner of your screen and check it to display.
