Top Menu instantly goes shrunken size (know as small!)

For some reason all of a sudden, or I had not noticed, I use the sticky menu with a shrunken logo menu { Same as this forum page. }

However now when I load a page it’s large, but almost instantly it goes to a small size without doing a scroll.
I even went to a backup, but seems was there, so no idea what or why this happened.
I have other sites working fine, I even imported their settings, but still did the same thing, I’m not able to understand why.

No console errors, not sure how the event is generated so little bit stuck on this bad boy.
