Smaller upload size limit

Hello.

I have searched your forum, and I tried all different steps of https://www.wpbeginner.com/wp-tutorials/how-to-increase-the-maximum-file-upload-size-in-wordpress/

In Upload New Media the Maximum upload file size is still 96 MB.

We’d like to make the upload size smaller because some users are uploading big files and we need to compress them and re-upload. Havn’t changed with functions.php, making php.ini and editing .htaccess. I tried deleting cache and re-opening the wp-admin.
