Scroll in place

How would you recommend to do a scroll in place?

You go to a page and you see content, let’s say 4 blocks of content.
You scroll and start seeing block 2, you scroll and you start seeing block 3.
When you continue scrolling, you don’t see block 4, you stay in block 3 and content changes there.
Scroll and block 3 continues changing.
Once block 3 content is over, then the natural scrolls continue and you see block 4.
