How to make a support forum like this one?

Hi, I really like the concept of a support forum like this. Is there a guide to replicate something like this for my site? I’m running enfold, so is this a separate theme/plugin? If it’s a separate theme or plugin, it’d be great if someone can tell me what it’s called, because I’m ready to purchase it :)
