I know I can create a highlighted button for desktop menus…but what about mobile. Looking to do something like this site:
This is something that would be extremely useful for any website, especially nonprofit and lodging.

Hey endeavorstudios,
That should be possible I think, you could add the link to the Phone Number or small info text field under Enfold->Header->Extra elements for example. We can help you out with hiding it for screen sizes above mobile if you send us a link to where we can see the element in question.
Otherwise you could try adding it to a widget in the header: https://kriesi.at/documentation/enfold/header/#adding-a-header-widget-area
