I’m trying to set up a contact form in Enfold. When I am logged in, I see the message: This element was disabled with them option.
When I view the page Incognito, I can submit the form. But, the email doesn’t go through.
I can’t figure out why this this happening.

That message is for the Google Maps element, you have disabled it under Enfold->Google Services.
