Changing punctuation in testimonial

Hi,

I have been asked to change the ” sign in the testimonials section on our homepage. The two quotes we have both start with “” which look like 66, and both quotes end with “” which look like 99. However, in Swedish the “” sign should look like 99 at the start and the end of the quote. This is a small point, but I cannot figure out how to fix this and I would like to avoid these mistakes on our homepage (even though they are admittedly minor).
