After carefully looking at the requirement I can tell you that the customization of the theme elements is possible.
But, it would require quite some time and customization of the theme to achieve this. If it’s really important for you to get this done, you can always hire a freelancer to do the job for you :)

That really depends on the freelancer. More experienced developer would cost more but would take less time to finish and less experienced one would be cheaper but would take a bit more time.

Thanks for the update. It’s difficult for us to estimate exactly how long this project would take, but I would guess that it would end up somewhere in between the numbers you wrote. If you want a more exact estimate then it would be better to get it from the developer who you have chosen to actually do the work.
