Well, the regular menu does not change like that, unfortunately. You might want to look for a plugin that gives such an option.

No you can have a local staging site and live one. Only the live site is required to include the license.

Try this out, http://kriesi.at/documentation/enfold/adding-a-widget-area-to-the-header/, it will add a widget area to your header and you can drag a text widget to it.
