Honestly, this would be tough to do since you have text in the image itself. There is really no way to do it without distorting the text. A better solution would be to create a more mobile friendly image that can be displayed only on small screens, perhaps removing or adjusting the text on them image.

To make any small changes to the default preloader please refer to Ismales post here https://kriesi.at/support/topic/change-gif-for-page-preloader/#post-439038
To add a new one you have to disable the default preloader from enfold option and add your custom html in a child theme header.php and link it with custom css.
It is not easy to replace or edit the current preloader by adding custom html in code block. It would require a lot of modifications to be applied to the theme and it is integrated with other theme elements, you will have to hire a freelancer to do it for you.

Great I’m glad that css solution worked. As for why it doesn’t work via the plugin, I wouldn’t be able to answer that at the moment. It could be a bug that would require further research and development to correct.

Enfold is mobile friendly by default. If you are not happy with those design choices or results, you would need to research media queries and css to change them specific to mobile devices.

Have you attempted disabling all active plugins to rule out any conflicts. Also, for the majority of contact form delivery issues, its host/server related. Please contact your hosting provider for additional help with this as well.

There really is no way to remove it as it will likely vary from browser to browser based on the speed of the connection.
Another problem could be your server or to much latency, or the response time it’s not so good.
