That seems to be the 700 weight. When I adjust to other weights, they adjust as they should.

Hi,

You can set up a XAMPP or WAMP server to handle php:

http://www.phpknowhow.com/basics/working-with-xampp/

Or another, perhaps simpler idea, is create a subfolder on your current host and do a WP install on there just to test demos and things like that.
