The widget cannot be called “Tagline” because you called it “header” in the code added to function.php. The line dynamic_sidebar( ‘header’ );. Just name the widget header.

Is it all the pages you wish to display a sidebar on? In the settings at Enfold -> Sidebar Settings, you have right sidebar to show for everything except the blog page. However, on a couple pages in the Layout section of the edit page, you have the Sidebar Settings set to “No sidebar”.
