Let’s try completely deleting Enfold from your WordPress theme directory before downloading + uploading a fresh copy from themeforest.
Also be sure to deactivate all plugins while testing.

Copy lines 415 – 674 in that file to your child theme functions.php file and you can edit it there. Whenever you see code surrounded by the “functions_exists” then you can copy it all to your child theme functions.php file and it will be used instead.

Yes, there is an option for changing the widths of the tooltips when you click on each of the hotspots. You can set it to Large or Extra Large.

If your wanting it to go full width of the screen then use it in a grid row element.
I checked in IE11 but they look fine. What operating system and IE version are you using?

It looks like your using Enfold 3.3.2. You’ll need to update to the latest version, 3.4.7.
If your adding code into the page as a codeblock / textblock element then try deleting those elements first and save to see if it’s a problem with your code.

In the slider settings under the “Slideshow” tab there is one that says, “Start in viewport”, which sounds like it’s what your wanting.

That would require some custom javascript.
Can you send us a link to your page so we can get a better idea of what your trying to do? It’s kind of an odd request and there is probably a better way to go about it.
