Sub (Secondary) Menu under main menu

Hello –

We would like the Sub menu below the main menu, across the entire site. Not link to each page as a menu.

I saw one old post about it, but we’re not all that technical. How would we add this second menu below, preferably also with a Label to the left, like “Premium Member Content”
