I have set up a background image to be fixed / stretch to fit in a color section. On mobile, it is zoomed WAY in and looks bad since I am using people as the background and it scrolls, is not fixed.

If you want greater control of the image on mobile then you can duplicated the element and use an image better adapted for mobile screens. You can show/hide the correct section using the Screen Options tab.
Also please consider updating to the latest version of the theme which is 4.4.1: https://kriesi.at/documentation/enfold/how-to-install-enfold-theme/#theme-update. Please note that you might have to delete the old version before you upload the new one in order for it to install properly.
