Is there any way to display YouTube subtitles in an embedded video element by default?

I tried on my local installation with cc_load_policy and cc_lang_pref attributes however it does not seem to work, maybe they have to be enabled in viewers settings – https://support.google.com/youtube/answer/100078?hl=en&co=GENIE.Platform%3DDesktop#zippy=%2Cturn-default-setting-to-on-or-off
