I have seen some similar threads here, but none of them quite addressed my issue.
Enfold: 4.5.6
WooCommerce: 3.6.2
Wordpress: 5.1.1
PHP: 7.2.11
max_input_vars: 5000
memory_limit: 256M
WP_MEMORY_LIMIT: 256M
When I create product variations, the round progress graphic appears and never goes away. This is for a product with only 2 attributes and 6 variations. I have to force a reload of the page, and then I see that the variations have been created.
I can reproduce this with all plugins disabled (except for WooCommerce) and with only the Enfold parent theme. When I switch to the Twenty Nineteen theme, the problem does not happen. The progress graphic shows only for 1-2 seconds, and then it goes away and I can continue editing my product.
I have adjusted my memory_limit and max_input_vars settings as above, but that did not help. Thanks for your suggestions.

Should actually be fixed in 4.5.6.
Did you try to clear server and browser cache several times – also try to check with a private window to force loading the js files ?
Can you provide us a WP admin account and allow us to see and edit theme files with WP editor so we can check.

Thank you Günter. You are correct, when I use a private window it worked as expected. I had already cleared the browser cache files, but did it again and now it is working correctly. Issue resolved.
