Whenever I try to move the contact form up, the page glitches

Hi there, I am working on a webpage (http://franchisebrokerteam.cobaltsapphire.com/) and as you can see the contact form as at the way bottom. When I try to drag the contact form up underneath the text on the top of the page in the builder, the contact form box remains frozen in the middle of the page. I’ve tried clearing the cache, using a different browser, but this is happening every time. Please help!
