URGENT PROBLEM WITH MENU DURING IMPORT FROM LOCAL TO REMOTE

I can’t… I can not access that area since my menu is sideways, how can I send you the image to show you the ban message?
in general layout there is not this features (sticky header)

in theory I would have solved, through the setting in the general layout / sidebar menu in evidence / and always selecting in evidence.
Problem the menu can not be seen completely, from my imac you can see everything perfectly but I go on the site from macbook pro 13 “the site does not adapt to the size of the screen, result: staggered content positions, menu not usable. other … the theme does not automatically adapt to the size of the screen from which you are used?
Is there a setting to enable to do this?

hi, the site is on my local server so not yet viewable.
The problem persists, if I fix the side menu some menu items are not visible. For example from ipad.
And moreover the pages are not responsive to the various types of screen (pc).
