Unable to modify wordpress general description

I can not understand why it is not possible to change the description of the site.

Hi Elsa!

Please go to link in private content field to change it ( Settings > General )

What do you mean about private content field?
Through general settings I can not change the description. You may check it, please.

It seems that there is a lag in time to implement the change in description. Is that so?
