Two identical sites, one not behaving

Hi,
I have a client who wants two sites almost identical on two different URLs. One URL is working just fine (http://edwardsvilleinjurylawyer.com/). The other one, at http://bellevilleaccidentlawyer.com/, is not, and I can’t figure out why.

The background image at the top and at the bottom on the http://bellevilleaccidentlawyer.com/ site is repeating on mobile, and the text overlay is pushed down and is also repeating. I’ve put everything the same as on the site that is working – can you point me in the right direction for what is causing the weird mobile behavior on http://bellevilleaccidentlawyer.com/?
