I had a web designer install and build my webpage initially and I am not able to reach him and get the API key for my Enfold- Child Theme. How can I go about upgrading the package without this? I need to update PHP and currently running 3.3.2 version, If I update, can I get PHP7 ready?

I am afraid only way to get the updates and receive support is to have access to ThemeForest account that was used to purchase the theme. If you are not able to get the latest version from your developer, you would need to re-purchase the theme to be able to update it.
Version you are currently using is very old and not compatible with PHP 7.x. Updating Enfold to the latest version 4.5.5 would make it compatible.

Yes, the config should be kept after the update as long as the current theme is legit. You may need to reconfigure the theme options because the current version is way too old and a lot has change in the theme since. Anyway, you can get a regular license for $59 and extend support to 12 months for only $17.63.

You may need to reconfigure your header settings and widgets but your content would not be changed. We would recommend you to create a testing site and update the theme there firstly to be on the safe side.
Also, we have made many improvements and additions to the theme so you could use new elements and features to improve the look and feel of your website :)Best regards,
