Is there a way to use the Avia Layout builder features/elements within the content area of tab element. See link.
I’d like to be able create 3 columns with a promo area.

Not by default unfortunately, but you could try to enable debug mode in order to copy shortcodes into your tabs: https://kriesi.at/documentation/enfold/intro-to-advanced-layout-builder/#debug-mode
