I am not sure if i understood you clearly but if you would like to make parent menu item not clickable, please go to Appearance > Menus and add new Custom Link with # for URL and add it as parent menu item of your child menu items so it will not be clickable. If that is not what you meant, please elaborate on the issue you are having

We were able to reproduced the issue. However, this is not happening on our own installations. Did you add any modifications to the theme? Where is the following css code from?
