    Hi,
    Is it possible to stick “the small top bar above the header with secondary menu” to top without main menu? If user scrolls down the main menu will no longer stick to the top.

    Can you please post the link to your website?
    You can try adding following code to Quick CSS in Enfold theme options under General Styling tab

    .header-scrolled #header_main { display: none; }
