Smooth Scrolling not working

Hi, I set up a link on my page to scroll to a specific location later in the page.

The linking works properly but it’s a page jump as opposed to the smooth scrolling feature.

And if you scroll right below the timer, and click on that button “Click Here for the Bonuses” it jumps to the right location, but doesn’t do the smooth scroll. Can you offer any help?
