Hi – what I’m trying to do is have a testimonial grid slider. I assumed the best way to do this would be to insert a Testimonial content section within a content slider, but when I try to do that, there is only a brief list of shortcodes – most are missing.

You can enable debugging mode to see shortcodes you have created in pages using Advanced Layout Builder – http://kriesi.at/documentation/enfold/enable-advanced-layout-builder-debug/
You can switch to Default Editor and click on Magic Wand to see full list of shortcodes http://i.imgur.com/n4KXkdm.jpg
then you can create any of them and copy/paste shortcode into any other content element or into text widget.

Is there any way to activate the full list within all the of Advanced Layout Editor text editors?

What text editors are you referring to? Could you please attach some screenshots of the issue?

This just started happening to me in 4.6.3.. wordpress 5.2.3 / 5.2.4

Not all elements are available under the magic wand tool unfortunately, you would have to use the Layout Builder to access all elements, or copy/paste shortcode.
