I am working with a client whos previous provider purchased the theme. I’d like to extend the support for the theme. Can I just extend support and ability to get update notifications in the wp dashboard or do I need to purchase theme and support again?

You can simply contact the previous provider and ask for the purchase code so you can register to our support forum – https://kriesi.at/support/register/ and also, please ask them to provide you with their ThemeForest username and API key to insert them in Enfold theme options to receive auto updates –

If that would not be possible, i am afraid you would need to purchase a new license as it is not possible to renew support without having a license.
