Remove Quick CSS

I just went to From wp-content/uploads/dynamic_avia/enfold.css to remove the content below. Changes have not taken place. I’ve purged the cache.
The owner wants the header to no longer be transparent but for it to be: #1b3664.
I have also made the changes to the Enfold General styling area.
What can i do?
