Hi, first I want to express my satisfaction with the theme, it is extremely powerful and as I discover new options and elements I am more satisfied.
1) Two questions about the post slider element – if there are additional posts in the row (for example the row shows five posts but there are nine in all) can I change the CSS to show them in a row underneath?
2) As of now the post slider only indicates if there are additional posts if you hover over the row and shows the arrows. Can I change the CSS to show the arrows default (not just in howering) if there are additional posts?

As for your first questions, you can place two post slider elements on top of each other. It is possible as you requested but you are going to hire a freelance developer for that kind of customization.
