It comes from /wp-includes/js/wp-emoji-release.min.js. Looks like it’s WordPress emojis.

VictoriaHow do I fix first and jquery not defined problems? I did not touch any file so far but all of at sudden certain things on home page and things like enfold (child theme) doesn’t at all load and even page builder elements at admin’s end doesn’t load.

Could you try updating the theme to the latest version (4.2.4) to see if that helps please? http://kriesi.at/documentation/enfold/updating-your-theme-files/. If not then please try to disable all plugins to see if there is a conflict coming from any of them.
