Modifying Color Sections

hello

I am looking to have a color separator between my header and the first color section. I tried creating a color section with a custom height but the appearance doesnt change, despite changing the pixel height. What I am looking to achieve is attached in a png file.

The white is the header section with logo, the green is the separator section and the blue is the main contact section

The second image is what it looks like now. I am trying to shrink the green section. I have the color section set to 5px.
