On mobile menu Top Level Menu with arrows not clickable. If you check the desktop version you can click the main menu links
Note: I deactivated Maga menu plugin mobile is still not present

This is the way it functions. The top level menu item opens the submenu, the copy in the submenu will take you to the page it is supposed to.
If you don’t like this option, you can try others available in the Theme options > Main menu
